Build a stronger petroleum wholesale licence application.
FWA provides two structured support pathways for businesses preparing a South African petroleum wholesale licence application. Both are designed to help applicants understand the regulatory process, organise evidence and identify gaps before lodgement — without pretending that an industry association can guarantee a regulatory outcome.
FWA does not issue petroleum licences and cannot approve, fast-track or guarantee an application. The applicant remains responsible for the accuracy, completeness and final lodgement of its application.
Two clear pathways. No unnecessary full-service package.
Choose Guided Support if you are comfortable preparing and managing your own application. Choose Assisted Support if you want closer FWA involvement through application preparation and pre-lodgement readiness.

The application must tell one coherent operating story.
Wholesale licensing is not just a form-filling exercise. The application, evidence and operating model should align across the commercial and regulatory picture.
Products and customers
Define what petroleum products the business intends to wholesale, the intended customer market and how the proposed activities fit the wholesale licence pathway.
Supply, storage and transport
Supporting arrangements should be commercially credible and consistent with the operating model presented in the application.
Company and supporting records
Company information, premises, insurance, financial capacity and other required supporting evidence must be current, complete and internally consistent.
Application integrity
The final pack should allow the competent authority to understand who is applying, what the business intends to do and how the proposed operation is supported.
A practical route from purchase to lodgement.
Both packages use the FWA applicant environment to keep the support process structured and visible.
Choose a package
Select Guided or Assisted Support based on how much hands-on guidance your team needs.
Complete onboarding
FWA confirms the application scope, provides the applicable roadmap and opens the applicant support process.
Prepare and review
The applicant builds the evidence pack while FWA delivers the review and guidance included in the selected package.
Applicant lodges
The applicant approves and lodges its application with the competent authority and remains responsible for all representations made.
Know what the package does — and what it does not do.
Clear boundaries protect the applicant and FWA from unrealistic expectations.
Guidance and readiness
The packages are designed around licensing guidance, application organisation, evidence quality and pre-lodgement readiness within the agreed wholesale application scope.
Specialist professional work
Specialist business plans, financial models, legal documents and other professional deliverables are not automatically included and may require separate scope or independent providers.
External agreements and fees
Storage, supply, transport, insurance, publication, statutory and other third-party costs remain for the applicant’s account.
Regulatory decision remains independent
FWA cannot guarantee approval, prevent requests for further information or control the regulator’s processing timeframe.
Move from applicant support into the FWA trust ecosystem.
If a wholesale licence is granted, a qualifying business can apply to move from Associate to Licensed Wholesaler Membership and can separately request independent LicenseCheck verification. Membership, licensing support and verification remain distinct: purchasing support does not confer a verification result or FWA verification badge.
